Tourism Satellite Accounts
Measuring the economic impact of tourism has long been a thorny issue, because we define the tourism ‘industry’ in terms of the circumstances of the people who buy its products, rather than the process by which the products are made. Thus there are difficulties determining how much of a relevant industry (for example restaurant catering) can be considered as ‘tourism’ activity. There are often suspicions that industry advocates inflate their claims.
This has been addressed at international level by Tourism Satellite Accounts, which link the measurement of tourism to formal auditing of the whole economy in the UN System of National Accounts.
Cogentsi project 135, undertaken with Trends Business Research, applied these principles to England’s North East region as a prototype for other UK regions. We combined national surveys of tourist expenditure with a specially constructed regional social accounting model, local visitor surveys, and a comprehensive company database. We provided a model which not only estimated the impact for the whole region consistently with the UK national accounts, but also enabled particular areas – such as ‘Hadrian’s Wall’ - to be investigated. This was the first set of Tourism Satellite Accounts to be prepared in the UK. The responsible Minister, Dr Kim Howells, said "this is the best estimate we have had of the impact of tourism"
